There’s a lot of nonsense fitness content out there nowadays, but “weightless arm workouts” are definitely up near the top of the list. Sure, performing a beginner arm workout is fine if you’re still new to training – and you can definitely build arm muscles effectively with a home arm workout – but you still need to be training with some form of resistance in order to produce results. Flapping your arms around in the air like these “arm toning”, “arm sculpting” and “arm firming” workouts show (creators like Blogilates, Chloe Ting, Pamela Reif commonly upload these) is not going to get you anywhere. They aren’t going to build muscle, and you can’t spot reduce fat, so they won’t be effective for fat loss either. If you want to tone arms it comes down to losing overall body fat and then gaining some muscle, and you’ll need to use progressive resistance training in order to do that.
